70-year-old Singapore resident fined S$1,200 for illegal bird feeding and trapping disruption

NParks is bolstering enforcement of its Wildlife Act in support of a broader pigeon control program.

Overview

  • Sanmugamnathan Shamla pleaded guilty to two Wildlife Act charges and paid the S$1,200 fine on May 28.
  • She ignored an April 2023 warning and continued feeding wild birds near her Toa Payoh flat through November 2024.
  • On February 19, Shamla disrupted an NParks pigeon trapping exercise by banging a metal pole, forcing officers to abort.
  • NParks prosecutor described Shamla as a “recalcitrant offender” and cited 11 related charges when arguing for a lower fine based on her health and age.
  • NParks ran a pilot program from July 2024 to March 2025 in Bishan-Toa Payoh, Ang Mo Kio and Tanjong Pagar and will extend trapping, culling, surveillance and public education to additional estates starting June.
