Biden Uses 'Ring-Trade' Strategy to Indirectly Arm Ukraine
Opposition from Pro-Russia Republicans Forces U.S. to Arm Ukraine Through Third Parties
- U.S. President Joe Biden is using a method known as 'ring-trade' to arm Ukraine indirectly, a strategy initially used by Germany. This involves arming one country so that it can arm another.
- The U.S. has blocked $61 billion in new government funding for Ukraine’s war effort due to opposition from a small group of pro-Russia Republican lawmakers.
- Biden and Secretary of State Antony Blinken are using the White House’s broad non-legislative military-aid authority to arm countries that aren’t Ukraine, so they in turn can arm Ukraine.
- Recently, Ecuador and Greece have been involved in these ring-trades. The U.S. provided Ecuador with new weapons in exchange for 'scrap' weapons, which were then donated to Ukraine.
- The U.S. offered Greece military surplus, including patrol boats, airlifters, and fighting vehicles, with the expectation that Greece would donate more weapons to Ukraine.
