Cesaire, who spent the last two seasons in Houston, will replace Ben Bloom in the role.
Browns' head coach Kevin Stefanski is still interviewing candidates for the vacant offensive coordinator position.
Cesaire will work with Myles Garrett, the favorite to win AP Defensive Player of the Year.
Cesaire's contract with the Texans was not renewed after the previous season.
