Proctor allegedly fired three shots — one in the air and two in the ground — after confronting the driver about their speeding.
Despite Proctor's denial of the allegations, surveillance footage from neighbors confirmed his actions.
Proctor was charged with three counts of aggravated assault with a deadly weapon, two counts of throwing a deadly missile, discharging a firearm in public, and tampering with evidence.
He was released from Polk County Jail after posting a $26,000 bond.
