Former Disaster Recovery Group Manager Sentenced for $871,000 Theft

  • Benjamin Cisco, former finance manager of the West Virginia chapter of Voluntary Organizations Active in Disaster (VOAD), has been sentenced to over three years in prison for stealing $871,000 from the nonprofit.
  • Cisco was found guilty of wire fraud, having transferred money from the nonprofit's accounts to his personal account more than 100 times.
  • He also claimed unauthorized travel reimbursements and used the charity's money for personal expenses, including vacations to Disney World and home improvement gift cards.
  • VOAD, heavily involved in rebuilding efforts after the 2016 floods in West Virginia, has received over $27 million in funding since 2016.
  • State lawmakers have recently requested an audit of the group.
