The victim was selling the shoes on the marketplace app Offer Up when Carter, using the username 'Turbo,' arranged to meet but instead robbed her.
After taking one shoe during the robbery, Carter crashed his car into a pole during a police chase, causing a power outage and a small grass fire.
Carter sustained injuries from the crash, with his mugshot showing his right eye swollen shut and multiple scrapes on his face.
He has been charged with endangering others while eluding police and robbery or attempted with a dangerous weapon, and is being held without bail.
