Surveillance video shows Moore was pepper-sprayed, hooded, and left unattended in a restraint chair for 30 minutes.
The medical examiner ruled Moore's death a homicide caused by positional asphyxiation.
Four corrections officers have been charged with second-degree murder; a fifth case was dismissed.
The Missouri Department of Corrections has since implemented body cameras and discontinued the restraint system used on Moore.
