Premier League Trials New Financial Regulations for 2024-25 Season

Clubs to test Squad Cost Rules and Top to Bottom Anchoring to enhance financial sustainability and competitive balance.

The new Squad Cost Rules cap on-pitch spending to 85% of a club's revenue and net profit/loss on player sales.
Top to Bottom Anchoring links spending limits to the lowest combined prize money and TV rights revenue forecast.
The existing Profitability and Sustainability Rules will remain in place during the trial period.
The trials are non-binding and aim to evaluate the effectiveness of these new systems.
Premier League clubs also voted to retain the use of Video Assistant Referees (VAR).
