TfL Proposes 20% Increase to Congestion Charge with Revised EV and Local Discounts

Overview

  • TfL has opened a public consultation, running until August 4, on plans to raise the daily Congestion Charge from £15 to £18 starting January 2, 2026, with annual adjustments tied to public transport fares.
  • Under the proposals, the current 100% exemption for fully electric vehicles would end, replaced by a Cleaner Vehicle Discount granting electric cars a 25% charge and electric vans a 50% charge.
  • Discount rates for electric vehicles would be cut further in March 2030, falling to 12.5% for cars and 25% for vans.
  • The existing 90% residents’ discount will remain for current registrants, but new applicants driving petrol, diesel or hybrid vehicles will be excluded from March 2027.
  • TfL analysis indicates the measures could prevent roughly 2,200 extra vehicles entering the zone each weekday and help shift motorists toward cleaner travel.
