Ozawa was arrested for violating wildlife protection laws, as the common pigeon is not a game animal in Japan.
The incident occurred when Ozawa sped off from a traffic light at a speed of 60km/h, ploughing into the birds.
A passerby reported the incident after being alerted by the sound of the accelerating car engine.
A post-mortem examination on the pigeon determined its cause of death as traumatic shock.
