UN Reports 40% of Ukrainians Need Humanitarian Aid Amid Harrowing War Conditions and Looming Winter

Ongoing conflict leaves millions without basic needs; UN cites destruction of vital infrastructure and targeted attacks on healthcare as key concerns.

  • More than 40 percent of Ukrainians, about 18 million people, are in need of humanitarian assistance due to the war between Ukraine and Russia. The looming winter is expected to amplify these needs further.
  • Ongoing Russian strikes have caused significant damage to important Ukrainian infrastructure, including energy and water systems, further exacerbating the ongoing humanitarian crisis. Attacks have killed at least 9,900 civilians, a figure that is likely underestimated.
  • The war has also caused a severe healthcare crisis in Ukraine. The United Nations has verified over 1,300 attacks on healthcare, which is more than 55 percent of all attacks worldwide during the same period. This has resulted in 111 deaths of health care workers and patients.
  • Efforts by humanitarian organizations have been able to reach about 9 million people of Ukraine in 2023. However, out of $3.9 billion that the United Nations appealed for aid, only about $2 billion has been received, leaving a significant portion of needs unfulfilled.
  • Russian denounces these findings, blaming Ukrainian missiles for the civilian casualties and damage. However, the United States is standing by Ukraine, proposing $60 million in aid and calling for more international support.
