U.S. Declares Genocide by Sudan's Rapid Support Forces in Civil War

Secretary of State Antony Blinken announces sanctions and condemns systematic ethnic violence by RSF, marking the second genocide designation in Sudan's history.

  • The United States has determined that Sudan's Rapid Support Forces (RSF) and allied militias committed genocide during the ongoing civil war that began in April 2023.
  • The RSF has been accused of systematically targeting ethnic groups through mass killings, sexual violence, and blocking access to essential supplies, resulting in tens of thousands of deaths and widespread famine.
  • U.S. Secretary of State Antony Blinken announced sanctions against RSF leader Mohamed Hamdan Dagalo (Hemedti) and seven RSF-connected companies based in the UAE for their role in supporting atrocities.
  • This is the second U.S. genocide determination involving Sudan, following the Janjaweed militia's actions in Darfur in the early 2000s, from which the RSF emerged.
  • The war has displaced over 12 million people, created one of the world's largest humanitarian crises, and led to the world's only officially declared famine, affecting over 630,000 people.
