This is not the first time Vogue has faced criticism for its covers featuring Black celebrities, with previous controversies involving LeBron James and Vice President Kamala Harris.
Usher is set to perform at the Super Bowl 58 halftime show on Feb. 11 at Allegiant Stadium near Las Vegas.
Vogue has not yet responded to the backlash.
